7th Pay Commission Salary Structure 2026 — Everything You Need to Know

Every government job aspirant asks one question before applying — "What will my actual salary be?" The answer depends on your Pay Level under the 7th Central Pay Commission (7th CPC), your posting city, and current allowance rates.

This guide gives you the complete salary breakdown for every pay level, from MTS (Level 1) to Cabinet Secretary (Level 18), with the latest DA and HRA rates for 2026.

What is the 7th Pay Commission?

The 7th Central Pay Commission was implemented on 1 January 2016, replacing the 6th CPC pay structure. It introduced 18 Pay Levels in a Pay Matrix, replacing the earlier Grade Pay system. The basic pay was increased with a fitment factor of 2.57.

The 8th Pay Commission is expected to be implemented around 2026-2027, which could bring another significant salary revision. Use our 8th Pay Commission Calculator to see projected salary increases.

Salary Components Explained

Your in-hand government salary has these components:

Basic Pay — The fixed amount based on your Pay Level and years of service. This is the foundation for all other calculations.

Dearness Allowance (DA) — Compensation for inflation, revised twice a year (January and July). As of January 2026, DA is approximately 55% of Basic Pay. Calculate yours using our DA Calculator.

House Rent Allowance (HRA) — Based on your posting city classification. X-class cities (Delhi, Mumbai, Chennai, Kolkata, Bengaluru, Hyderabad): 27% of Basic+DA. Y-class cities: 18%. Z-class cities: 9%. Check your HRA using the HRA Calculator.

Transport Allowance (TA) — Fixed monthly amount for commuting. Higher rates for Level 9+ officers and differently-abled employees.

Deductions — NPS contribution (10% of Basic+DA), CGHS, Professional Tax, and Income Tax reduce your gross salary to the net in-hand amount. Calculate your tax using our Income Tax Calculator.

Final Thoughts

Government job salaries may look modest on paper, but when you add DA (55%), HRA (9-27%), TA, medical benefits, pension (NPS/UPS), free housing in some departments, children education allowance, LTC, and job security — the total compensation often exceeds private sector packages at equivalent levels.

The key is choosing the right exam based on your qualification and career goals. A Level 4 post (SSC CGL Tax Assistant) gives ₹40,000+ in-hand from day one with guaranteed 3% annual increments and promotional avenues up to Level 11-12.
